PHP master (snapshot) --> phpinfo() curl version is 7.64.0.

Latest version of curl is 7.66.

Test script:
---------------
phpinfo();

Expected result:
----------------
Curl version 7.66.0

Actual result:
--------------
Curl version 7.64.0

Upgrading curl is still blocked by bug #78100.  Therefore, we have
applied all available security patches on top of curl 7.64.0[1]
(without changing the version number).
