I just filed https://bugs.php.net/bug.php?id=55280 and attached a patch.
I got to the "Did you mean these bugs?" page and attached my patch *again*.
It still did not end up in that bug, I had to attach it manually.

Not sure if I was logged in or logged out at this time, probably logged in.
FWIW, this was Chrome 12 on Windows 7.

Test script:
---------------
- Go to https://bugs.php.net/report.php
- create a bug
- attach a patch
- click submit
- get presented "Look at these, they might be dupes" list
- attach the patch again
- click submit again

Expected result:
----------------
Patch is attached

Actual result:
--------------
Patch is not attached

This appears to be fixed. Do you mind double checking this and if you are still encountering this bug reopen?
