The bug #42596 was classified as bogus but its not.  I couldn't post a comment on that thread, so here is my followup:

Are you kidding me!  From the php.ini file:

; The file storage module creates files using mode 600 by default.
; You can change that by using

I realize its not in the documentation, but it should be.
