No script to reproduce. If I enable browscap.ini like I have in 4.2.3 the web server just won't start. Sambar 5.3 Production on WinXP Pro. If I comment out the browscap function it works fine and so does everything else so far.
I initally used the same browscap file I was using, I downloaded the latest one and nothing changes. I see other comments:
Bug #10720: Error Parsing Browscap.ini
Bug #18288: browscap.ini and get_browser()
Bug #19589: browscap.ini
Bug #5635: broscap still not working
but they did not show up in the search, they only showed after i tried to submit this and I am not sure if they are the same as it did work for me before.

This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.
