Description:
------------
I had a bug report (https://bugs.php.net/bug.php?id=61780) that was stuck in "No Feedback" for 18 months because I couldn't change the status from "No Feedback" to "Re-Opened". I just recently discovered that I could edit the webpage in my browser and change "Re-Opened" to just "Open". Less than 4 hours later someone from PHP had responded!

Expected result:
----------------
Either the page should accept "Re-Opened" as a valid status or the page should instead give the option as "Open".

Given that bugsnet has been superseded by GH issues, it is
sufficiently safe to assume that this issue won't be fixed.
