From a quick look at PHP source, it seems it isn't explicitly closing the
files when fclose() command is invoked.  This seems to be no problem in
most UNIXes.  But I am running PHP under a OS that does not let any program
delete files that are opened by any program.

I would like to request that PHP gets fixed so it actually closes files on
fclose() command or else I can't use PHP to write to a file that has to be
used by other program while the same script is running.

They do get closed.
