According to the documentation on https://www.php.net/manual/en/mailparse.installation.php:

In order to use these functions you must compile PHP with mailparse support by using the --enable-mailparse configure option.

configure output:

configure: WARNING: unrecognized options: --enable-mailparse

Expected result:

Fix the documentation.

The paragraph above contains more information, but apparently none
of the linked documents explain how to do "in-tree" builds of PECL
extensions.

In short: if you want to use the --enable-mailparse option, you
need to download the sources, and place them into your php-src as
ext/mailparse.  Afterwards do ./buildconf; then it should work.
You likely want to do `pecl install mailparse` instead.
