https://github.com/php/php-src/blob/342754575237da912874f781a24eefe76434ce5a/main/streams/xp_socket.c#L144 performs an unlimited loop on EINTR during polling. This means that it's not possible to interrupt the process using Ctrl+C.

To reproduce, run php -S localhost:8000 on

if (!empty($_GET['self'])) {
    echo 'content';
} else {
    echo file_get_contents('http://localhost:8000?self=1');
}

try to access http://localhost:8000/ and then try to exit the built-in server.
