Apparently, pdflib packages distributed via PECL don't have any
LICENSE or COPYING files.  These are required to build Windows
binary packages, though.

Added a LICENSE file and created a new PECL package pdflib-4.1.4.tgz.

The LICENSE file that was added says "This package is subject to the PDFlib GmbH General License and Support Conditions (available at www.pdflib.com)" but the web page https://pecl.php.net/package/pdflib says that it is under the "PHP" license. Which is correct?

The library that pecl-pdflib uses as the backend is subject to PDFlib GmbH's terms and conditions. I don't see how the PHP wrapper needs to be anything but PHP licensed ...

Updated the PECL package (pdflib-4.1.5.tgz), switched back the license for the wrapper code to PHP license.

The included LICENSE file now also is about PHP licensing.

When uploading the package to pecl.php.net I still got the warning about the missing LICENSE or COPYING file in the package, but I double checked, the pdflib-4.1.5.tgz does contain a LICENSE file. So I'll ignore the warning.

As the new description explains we will no longer maintain this PECL Package. I'm not sure whether it is possible to remove the extension from pecl.php.net or mark it as no longer maintained?.

pdflib 4.1.5 is not on PECL...
