Description:
------------
Checked behavior of is_dir function on php 7.2.24 vs php 7.3.11

Got bool(true) on php 7.2 and bool(false) on php 7.3.

This result is confusing for me.

Please, let me know if I tested something wrong.

Note: tested in CLI mode.

Test script:
---------------
php -r "var_dump(is_dir('themes'));"

Expected result:
----------------
bool(true)

Actual result:
--------------
bool(false)

Try

  php -d error_reporting=-1 -r "var_dump(is_dir('themes'));"

and also use the absolute path of 'themes'.
