configure --without-valgrind --without-pcre-valgrind --disable-valgrind-checks

configure: WARNING: PHP is going to be linked with an external PCRE, --with-pcre-valgrind has no effect

stop that nonsense when nobody is using "--with-pcre-valgrind"

Expected result:

no warning

Actual result:
