It seems that french translation of the note about E_STRICT says exactly the opposite of the english version. 

Original English note : 
"Since PHP 5 but not included in E_ALL until PHP 5.4.0"
French translation :
"Depuis PHP 5 mais ne fait plus partie de E_ALL à partir de PHP 5.4.0"

A translation of the french translation would be :
"Since PHP 5 but not included in E_ALL SINCE PHP 5.4.0"
Obviously it is not correct according to the english note.

A correct French translation would be :
"Depuis PHP 5 mais ne fait pas partie de E_ALL avant PHP 5.1.0"

Indeed, will rewrite it to better convey the meaning as the current French translation is a bit awkward.

You should change "mais n'ai pas inclus dans" by "mais n'est pas inclus dans" since the meaning of your version is correct but not the grammar.
