The function ssh2_sftp can also return false but it is not documentated. 

Thats the @return description of the documentation of ssh2_sftp:

"@return resource This method returns an SSH2 SFTP resource for use with
  all other ssh2_sftp_*() methods and the
  ssh2.sftp:// fopen wrapper."

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
