base64 encode/decode function cannot encode/decode the string more than 31 character

Test script:
---------------
$str = '123456789-123456789-123456789-12';
echo base64_encode($str);

Actual result:
--------------
php.exe crash or browser shows Secure Connection Failed

This looks like the same issue as bug #77357 to me. The fix there is not part of 7.3.1, only the upcoming 7.3.2 (or snapshots).

Hello, I had tried 7.3 snapshot build(php-7.3-ts-windows-vc15-x64-r986b9b5) it works fine now.
