Description:
------------
pecl.php.net started returning 500 errors when downloading a package. Noticed this on Nov 14th 2018 first in our builds on Scrutinizer CI. On Nov 15th 2018 it started happening constantly on Travis CI as well.

URLs to reproduce:

- http://pecl.php.net/get/geoip-1.1.1.tgz

Test script:
---------------
curl http://pecl.php.net/get/geoip-1.1.1.tgz

Great! Thanks for the quick fix! I couldn't find any recent issue re PECL when searching. Not sure how I missed it. Cheers!
