The date and gmdate functions are not reporting the correct timezone on my system.  I am using the ISAPI DLL on W2K-AS.

Using "Z" format with "date" function results in 18000 on my system.  This is "500" in hours.  It should by "-0500" since my computer is in the Eastern time zone.

Also, contrary to the note on the documentation, "gmdate" is returning a non-zero value when given "Z". The doc says that gmdate should always return zero for the timezone, which makes sense.

Any assistance is appreciated.  I hardcoded my timezone for now (yuk).

This should be fixed in CVS now.
Fix will be included in 4.0.5 when it is released.
