http://php.net/manual/fr/mbstring.requirements.php contains:
Ces fonctions sont disponibles dans le module PHP standard, qui est toujours accessible.

In reality, as explained in the Installation page, mbstring is a non-default extension.

What the page is supposed to say is:
No external libraries are needed to build this extension.

It seems that the translation of the no.requirement entity[1] is
wrong.

Agreed. It is indeed wrong, should be something like "Aucune bibliothèque externe n'est nécessaire pour compiler cette extension.".
