Following the recent transition to the new server, existing bugs that used non-ASCII character encodings are garbled.

Maybe they'll be recoverable.

I think I mostly recovered these now. I got a few warnings on the conversion chain latin1->binary->utf8mb4 so there were probably some characters it couldn't convert. The ones I have spot-checked look ok.

It seems that some older comments are now garbled, for instance,

Ah, I can fix that. I only converted the sdesc and ldesc fields of the original reports so far, not anything in the comments table yet.

Ok, it looks like those are fixed now. I will look for other fields that might have utf8 that we want to preserve.
