I've installed pear and then run '$ pecl install ps '. 
First error/warning: 
WARNING: php_bin C:\xampp\php\php.exe appears to have a suffix .exe, but config variable php_suffix does not match.
So i changed php_suffix with command '$ pecl config-set php_suffix .exe '

Downloading ps-package went fine until

5 source files, building
ERROR: The DSP ps.dsp does not exist
( A file ' pslib.dsp ' was already build )

and so the package ist not installed.

This is not particularly related to ext/ps, but is rather a
general issue: installing PECL packages via pecl is not supported
on Windows for many years.  The manual states[1]:

| On Windows, you have two ways to load a PHP extension: either
| compile it into PHP, or load the DLL. Loading a pre-compiled
| extension is the easiest and preferred way.
