I noticed that packages being uploaded in the last couple of days did not have Windows DLL prebuilt like previous versions.

Example:
https://pecl.php.net/package/grpc       version 1.9.0RC1
https://pecl.php.net/package/xdebug     version 2.6.0RC2
https://pecl.php.net/package/timezonedb version 2018.3
