Debian no longer ships xml2-config binary as of libxml2 2.9.7+dfsg-1, pkg-config should be used instead. See changelog entry:

./configure --disable-all --enable-xml --enable-libxml

Expected result:

Actual result:
configure failure

checking libxml2 install dir... no
checking for xml2-config path... 
configure: error: xml2-config not found. Please check your libxml2 installation.
