There should be native support for a calendar as widely used as the Umm al-Qura Hijri calendar. I cannot see the support here, hence, I presume it is not available: http://php.net/manual/en/ref.calendar.php

There are external libraries, but, a native support would be good:

We should be able to convert between; Greg, Hijri, Julian, UnixTime calendars.

This is a duplicate of bug #27453.

Adding this feature would require the RFC process; see the other
ticket for details.
