There is not really much info to go on here, all in all it sounds more like a configuration problem on your side, check your logs and see if they yield something useful

I have de-installed:
a) All my PHP- and aspx.Net-websites
b) All my PHP versions (v5.3 - v7.1.8), extension cache, PHP-manager 1.2.
c) IIS10 webserver manager and extra's.

Then I re-installed:
a) PHP versions v7.1.7, Extension cache, PHP-manager 1.2 for Windows (v5.3 was installed automatically).
b) IIS10 webserver plus manager and extra's.
c) I recreated my website : Piwigo v2.9.1 (Photo Gallery package based on PHP)
This seems to work fine again.
Coming week I will re-install and fine-tune Moodle 3.3.1 and Piwik 3.0.4. (running on PHP) and test them.
