I tried subscribing to the PHP mailing list at
http://php.net/mailing-lists.php. I could not and the page displayed a
message saying:

  « You forgot to specify an email address to be added to the list, or
    specified an invalid address.
    Please go back and try again. »

I reported the same to php-webmasters.

The TLD of my email address is ".digital" which is 8 characters long. As per an answer [1] provided by Andreas Heigl, the email verification on the ML subscription page uses a regex that checks whether the TLD is between 2 to 6 characters long.

Andreas proposes a fix [2] by checking the MX record for email verification.
