When accessing the download link for any PHP version, e.g.

http://php.net/get/php-7.1.7.tar.bz2/from/a/mirror

..there are only two download sites presented, 

    United States - php.net - myracloud

    Unknown XXX - docs.php.net - EUKHost

Typically there are dozens of worldwide mirrors listed on these pages. A screenshot of the current behavior is available at: https://i.imgur.com/XVmux9X.png

Moving to systems, since mirrors.inc is generated from deep within the systems scripts.

Looks like something went completely bonkers with the mirror monitoring system.  Of 87 mirrors, 85 are disabled for failing the /mirror-info check.

Found the source of the issue and repairing it now.

This was resolved roughly two hours ago and remains in working operation.  A temporary DNS resolution failure caused the mirror checks to fail.  It has been corrected.  Thanks for submitting this report.
