The ssh2-1.1 PECL package does not appear to include the tests/ folder, which causes the pecl install to fail.

Test script:
---------------
pecl install ssh2-alpha


Expected result:
----------------
ssh2 module should be installed.

Actual result:
--------------
# pecl install ssh2-alpha
downloading ssh2-1.1.tgz ...
Starting to download ssh2-1.1.tgz (27,483 bytes)
.........done: 27,483 bytes
ERROR: file /tmp/pear/temp/tmp7kkkVT/ssh2-1.1/tests/ssh2_auth.phpt does not exist

I also ran into this issue using PHP 7.1.5.

I was able to workaround it by forcing the install using "pecl install --force --ignore-errors ssh2-1.1"

This issue seems to be resolved, at least for the current version
(1.2).
