When building this extension as shared, link use $(CC) instead of $(CXX).

This could raise bad issue.

Test script:
./configure --enable-intl-shared

Expected result:
In Makefile

ext/intl/ $(shared_objects_intl) $(INTL_SHARED_DEPENDENCIES)
        $(LIBTOOL) --mode=link $(CXX) 

Actual result:
ext/intl/ $(shared_objects_intl) $(INTL_SHARED_DEPENDENCIES)
        $(LIBTOOL) --mode=link $(CC)
