According to https://github.com/php/php-src/blob/php-7.1.0/ext/openssl/openssl.c#L5914 function openssl_open have 6 parameters, but only 5 are mentioned in the documentation. Nothing is told about the last optional parameter IV.

Indeed, the $iv parameter has been introduced with commit
e235cb65[1] to implement feature request #70438. It is available
as of PHP 7.0.0.
