pg_insert() now returns a resource ID instead of boolean

Test script:

$insert = array(

);

$result = pg_insert($conn, 'test', $insert);
var_dump($result);

Expected result:
----------------
bool(true)

Actual result:

resource(3) of type (pgsql result)
