Description:
------------
PHP 5.6
Visual Studio 2012
IIS 7
Windows 8.1 workstation and Windows server 2012 R2
64 Bit
Same PHP.ini on all machines

I developed the PHP application on a Windows 8.1 workstation using Visual Studio.
When I enter a value in a text field and click submit the value I entered is posted to the next page in the query string. The next page checks to see if the query string contains the key/value pair, if not it displays an error.

This works, as expected on my workstation, but when I move it to my server running Windows 2010 R2 the "next" page the code fails because the query string does not contain the key/value.

I have had several people look at this including an experienced PHP developer.

Test script:
---------------
working on a script the fails the same way.

Expected result:
----------------
the input gets posted to the next page as expected.

Thank you for this bug report. To properly diagnose the problem, we
need a short but complete example script to be able to reproduce
this bug ourselves.

A proper reproducing script starts with <?php and ends with ?>,
is max. 10-20 lines long and does not require any external
resources such as databases, etc. If the script requires a
database to demonstrate the issue, please make sure it creates
all necessary tables, stored procedures etc.

Please avoid embedding huge scripts into the report.
