Description:
------------
FPM in ondemand mode seems a perfect tool for a server/laptop that is running php very seldom. On a laptop every wakeup is important, because it will bring the CPU usually to nearly full power.

Running FPM in this scenario wakes up the CPU every second. This sounds seldom for servers, but it's often on a laptop.

strace shows this nicely:
epoll_wait(10, {}, 1, 1000) = 0

The relevant code is in sapi/fpm/fpm/fpm_events.c, function fpm_event_loop().
Especially the "timeout = 1000;".

It would be cool, if this would be configurable, so that one can set it to 100 sec for example.

Expected result:
----------------
much longer sleep periods, if desired.

Actual result:
--------------
wakeup every second.
