On page http://php.net/manual/en/ini.list.php you can see that allow_url_include is PHP_INI_ALL, but it's not. If you dig deeper, on page http://php.net/manual/en/filesystem.configuration.php#ini.allow-url-include you can see it is PHP_INI_SYSTEM. And it is PHP_INI_SYSTEM indeed (as my tests shown).

Try to change it via .htaccess or on runtime.

Expected result:

Page http://php.net/manual/en/ini.list.php saying that allow_url_include is PHP_INI_SYSTEM

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
