From manual page:

The manual incorrectly states idn_to_unicode is a link to idn_to_utf8; however, the function idn_to_unicode does not appear to exist. This does not appear to be limited to my installation: An online "PHP fiddle" application ( displays the same issue.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

Apparently, the idn_to_unicode() alias was supposed to be
introduced at some time (maybe for PHP 6), but never has been.
