Throw exception when using params bind on limit statment 

Test script:

$sql = "SELECT * FROM `users` LIMIT :APL";
$stmt = $pdo->prepare($sql);
$stmt->execute(['APL'=>1]);

Did you disable emulated prepares? Enable the exception error reporting mode? And is your bug report about it throwing an exception when you think it should not, or not throwing an exception when you think it should?
