We should investigate whether updating our bundled libtool.m4 causes problems, and if it doesn't, we should do it to avoid hacks like the fix for bug #70370 and bug #67091, since the FreeBSD 10 issues are fixed upstream.

The bundled libtool should simply be removed from php, and libtool listed as a dependency. Any system that can compile php will be able to fetch a late-model libtool.

This has been a bug for years:

configure says:

creating libtool
appending configuration tag "yes" to libtool
configure: error: Unsupported tag name: yes

It means that nobody (on FreeBSD, at least) can just download the source code and compile it.
