With Php 700 alpha 2 dont start. Same configuration alpha1

Thanks for the report. We need more info about this issue. Please try to get a backtrace as described here https://bugs.php.net/bugs-generating-backtrace-win32.php . Also it is possible that it's an environment issue. Please check that you have no other php versions on the path, your php.ini config, etc.
