When you connect to a mysql server using a named pipe and networking is disabled
on said server (so no TCP fallback is possible), the connection via mysqlnd
is very slow.

Test script:
$mysqli = new \Mysqli(".", "user", "pw", "db", null, "\\\\.\\pipe\\MySQL");
$s = microtime(true);
$result = $mysqli->query("SELECT * FROM user");
var_dump(microtime(true) - $s);

Expected result:
Fast "query result" like with libmysql (~8ms)

Actual result:
Very slow (100ms)

Can you provide server version and full configuration? Are you using a custom build? In that case can you provide the building options? Which windows version are you using? Is the performance problem always reproducible?
