Description:
------------
Add option not to use stat() on every file request, but monitor file changes by using inotify OS function, like hhvm.server_stat_cache option.
There will be big perfomance and i/o boost.

opcache.validate_timestamps=Off is even more of a big performance
boost. Considering that OPcache is optimized for production
environments where files do not suddenly change, I don't think
this will be implemented. However, feeld free to submit a pull
request[1].
