From manual page:
"On Windows, PDO_ODBC is built into the PHP core by default."

This is not correct, in 5.6 and 5.6.5, you need to enable it using

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
