Could it be possible to have mod_php fork a new process to execute the php code when apache MPM is not prefork (worker, event, ...) ?

This seems pointless to me — if you're using a threaded MPM, then you should use a thread safe PHP build, rather than trying to work around it by forking. (Plus, you were presumably trying to avoid forking in the first place by choosing that MPM.)
