PHP 5.3.6 was used here.

php_admin_value[extension] =
php_admin_value[extension] =

This throws an error like:

<b>Warning</b>: Cannot load module 'pdo_mysql' because required module 'pdo' is not loaded in <b>Unknown</b> on line <b>0</b><br />

You would expect the order of the entire configure to be preserved for directive thing like this.

Now if I reverse the order like:

php_admin_value[extension] =
php_admin_value[extension] =

This works without error.  As if the directive execution order got reversed.

Test script:
php_admin_value[extension] =
php_admin_value[extension] =

Reload PHP-FPM, now examine FPM log file.
