The manual page mentions that:

"This variable is not available when register_argc_argv is disabled.".

This should be expanded to say that it's hardcoded to be "On" for the CLI SAPI.

Hardcoded is misleading, you can override it with configuration on the command line. I see where it says "hardcoded" in the php.ini we distribute, but think it's a pretty loose use of the term, so don't want to include it in the manual.
