When serving .opus files the Content-Type header should be set to the correct mime-type `audio/ogg; codecs=opus`.

Test script:
---------------
php -S localhost:8080
curl -I localhost:8080/test.opus


Expected result:
----------------
Content-Type header should be `audio/ogg; codecs=opus`

Actual result:
--------------
Content-Type header is `application/octet-stream`

I've reimplemented the CLI Web server MIME type code on master to use the Apache httpd mime.types file for its mappings (which is the de facto standard for this), but right now it doesn't have an extension mapped for audio/opus (or audio/ogg; codecs=opus).

Rather than hacking up our code to have special cases, I think it would be better if you asked the httpd maintainers to add the relevant line to mime.types: this would benefit many other software packages besides PHP.

Marking suspended for now.
