Je parviens ? ?xecuter php en cliquant sur l'icone du fichier mais
je n'arrive pas ? ?xecuter le m?me programme php dans une fen?tre MS-DOS en effectuant
           php -q oliv.php3 (dans le r?pertoire ad?quat)

Il m'annonce qu'il ne peut pas ouvrir le fichier ...

Please write bug reports in english. And I suspect this is not even a bug.

Unless your "r?pertoire ad?quat" is the same directory as your php executable, you will have to provide the full path to the executable or add the directory to your PATH environment variable.
And if your script file is in a different directory, you will need to provide the full path to it.
