it seems that this mirror is present in the include/mirrors.inc file, which is pulled from the php.net rsync servers.
that file should be periodically generated from the mirrors list in the php.net master database, and that mirror was removed from there last year, so it shouldn't be in the mirrors.inc

it seems libcurl is broken on the rsync.php.net box:

[root@sc1 root]# /local/mirrors/php-master-web/scripts/update-backend /local/repos/phpweb
curl: error while loading shared libraries: libcurl.so.2: cannot open shared object file: No such file or directory
'/local/repos/phpweb/include/mirrors.inc~' was empty, skipping
curl: error while loading shared libraries: libcurl.so.2: cannot open shared object file: No such file or directory
'/local/repos/phpweb/backend/events.csv~' was empty, skipping
curl: error while loading shared libraries: libcurl.so.2: cannot open shared object file: No such file or directory
'ip-to-country.db~~' was empty, skipping

Rasmus was compiling ssl/libcurl there to make git support https cloning on that box, so maybe this is only broken since yesterday, which wouldn't explain why the long dead mirror is still in the file, but to continue the debugging, we need to fix that.

after Rasmus fixing the libcurl issue there, the newly generated mirrors.inc doesn't contain this mirror anymore.
the mirrors will need some time to fetch the changes, but the problem should be fixed in a couple of hours.
