Both statements are pretty clear and hardly unambiguous. Unfortunately each one implies the other is wrong.
According to the first, the time it takes to upload the file clearly does NOT count as input time.
According to the second, it clearly does.

I don't know which one is true but definitely it can't be both, so please fix the one that is wrong, so people won't need to do benchmarking to figure out:

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

OMG Still unclear
"Timing begins at the moment PHP is invoked at the server and ends when execution begins."

It is still unclear by reading just this page whether or not that includes uploading time (which it does), unless (A) one reads also  http://php.net/manual/en/features.file-upload.common-pitfalls.php or (B) one knows when PHP is invoked.

How does one know that PHP is invoked before all data is uploaded? I guess it is documented somewhere, but then it should linked from http://www.php.net/info.configuration
