Bug is on http://www.php.net/manual/en/ini.list.php

Some of the row entries have incorrect values. The problems is with the entries for mysqlnd.debug, where the contents of the entire row have been right shifted by 1 (starting with the "Changeable" column) and with the entries for the following rows, which used "php.ini only" rather than a proper PHP_INI_* mode.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
