On http://php.net/manual/en/language.variables.scope.php , one 
will see that there are two identical notes which each begin,
"Using global keyword outside a function is not an error...."

I think the second instance probably meant to state,
"Using static keyword outside a function is not an error...."

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you, kalle, but shouldn't've the second instance relate
to static keywords, rather than just being removed?  Or am I
misunderstanding the original intent?  Anyway, thanks!
