I see, apparently the problem is that APC does not support PHP 5.5 at all.

If so, instead of trying to compile and fail with all sorts of errors, it should easily detect that it's being installed against an incompatible PHP version and issue an easy to understand error message such as "PHP 5.5 not supported".

APC is unlikely to ever support PHP 5.5 since 5.5 comes with a bundled opcode cache now. Basically APC is in basic maintenance mode at this point with no further development planned.
