Doc Bug #65878 Documentation does not say how to use env vars

Description:
------------
---
From manual page: http://www.php.net/configuration.file
---

There is a note, "Environment variables can be used in php.ini"

Really? How? What is the syntax?

Expected result:
----------------
I expected the documentation page for the configuration file to document the configuration file.

Actual result:
--------------
A bunch of details about where PHP looks for configuration files, and a crappy, simplistic example php.ini.

The documentation explicitly states that you can use environment variables with absolutely no description for the syntax of such use.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

I have added a brief example to the documentation.
